also why not have the email enable for telugu and other regional languagaes or do you want to keep it english so that you will not have to struggle with languages unknown or difficult for you ?
use RTS
You are looking for RTS keymap. Choose RTS scheme and telugu language from mode toolbar. The editor will remember your selection when you revisit again.
Email is enabled for all languages. You have to click on the email button on the right side of the toolbar, to display / hide the email controls.
